No single map colours in every block of Cepaka. What exists instead is a paper trail: a regency plan, a provincial overlay, and two 2026 field inspections that show exactly where the rules get tested.
How Tabanan's Spatial Plan Actually Works
Tabanan's regional government adopted its current spatial blueprint, Perda Nomor 3 Tahun 2023, back on 7 August that year, grouping roughly 84,884 hectares of the regency into protected, cultivation and strategic bands. A separate provincial layer sits above it, Perda Provinsi Bali Nomor 2 Tahun 2023, and this is where the pink, yellow and green colours agents talk about actually come from: pink loosely tracks Pasal 95 (tourism land), yellow tracks Pasal 96 (residential) and green tracks Pasal 90 (agricultural and protected land).
Worth saying once.
Those colours are agent shorthand for the underlying Pasal, not wording the regulation itself uses.
A detailed parcel map, an RDTR, would settle exactly which colour applies to a given block. Tabanan's RDTR coverage sits at only about 15.93%, against 100% for Badung and Denpasar and 0% for Klungkung, per a 2024 zoning survey.
That gap is precisely why no source reviewed could name a colour for a specific Cepaka parcel, and why the enforcement record below carries more weight here than a map would.
Why the River Splits Who Enforces What
The Yeh Penet marks the boundary itself, and whoever polices it changes depending on which side of a permit you are standing on. On the Tabanan bank, everyday matters, farmland status under KP2B and ordinary village permits, fall to Satpol PP working alongside the district's own planning desk. Riverbank work is a different matter entirely, needing separate sign-off from Balai Wilayah Sungai (BWS), the state river authority.
The setback itself moves.
Permen PUPR No. 28/2015 sets the sempadan sungai somewhere between about 3 metres and 100 metres, wider or narrower depending on how deep the river runs and whether the banks sit inside a built-up area.
There is no table to check it against. BWS makes the call parcel by parcel, and that discretion is exactly what let one Cepaka embankment go up before the agency ever weighed in on it.
What Two 2026 Inspections Actually Found
Neither 2026 case here was a first contact. Both followed a warning ladder that had already been climbed and ignored before anyone showed up with a clipboard.

Investors behind several of the flagged builds, some based in Jakarta and some in Canggu, had already been sent two rounds of warning letters, SP1 then SP2, and had acted on neither. The committee's own recommendation, once it saw the sites, was a forced halt across seven villa projects spanning both desa, reported by Kilas Bali.

Amazona Jungle Resort, a 41-unit project sitting in Banjar Cepaka, sat one rung further along the same warning ladder.
It had already reached an SP3, the final stop-work notice before a case escalates, and construction had carried on regardless. Pansus TRAP, a provincial special committee, then measured the building at close to seven storeys against a permit for two, beside a Yeh Penet embankment BWS said it had never signed off on.
The outcome recommended: shut the site down for now, police tape included, per Breaking News.
A recommendation is not a finished demolition. Anyone weighing either project should ask a seller for the current compliance status directly, not lean on a marketing brochure to answer it.
What a Violation Actually Costs You
The rice-field protection rule behind both cases, Perda Provinsi Bali Nomor 4 Tahun 2026, took Governor Wayan Koster's signature on 24 February. Converting protected farmland to a villa can now draw criminal prosecution on top of the administrative penalties:
- Permit cancellation and revocation of any fiscal incentives already granted.
- Fines set under the regulation's own schedule.
- Forced demolition and restoration of the land to its original farming use.
Tabanan and Gianyar are both named priority monitoring regencies under this Perda, per Lingkari News, which is a formal way of saying enforcement here is not theoretical. Land still classed as protected farmland gets a tax break under the same food-sovereignty framework, an incentive to keep growing rice rather than an incentive to build on it.
